It can be a long fight where defeat and starting over can feel rather punishing. Put off your fight with Freeze until you’re better leveled, have more skills, and can equip better gear.
The mission is going to say that you can handle it around level 13, but that’s just not the case. The first big piece of advice for this fight is to approach it over-leveled. It hurt me a bit to know that Gotham Knights is not connected to the Arkham.

Freeze is extremely resistant to Cryogenic Damage and weak to Fire Damage. Taking advantage of such moments allows you to deal as much damage as possible. Although Talia is agile, she does have her weak moments too. It may take a couple of attempts to get it right, but it's pretty satisfying once you do. Your best chance at taking her down is not by going berserk and unleashing all the ammunition you have but by taking it slow. Primarily owing to her swift attacks, she infuses herself with mystical abilities. Freeze is a supervillain operating in Gotham City. Once henchmen appear, dispatch them sooner rather than later. In the harbor arena, grapple onto the walls to dodge attacks and avoid the charged AoE attack. Freeze repeats his trick from before once he loses another 1/3 of his health, leaping up onto one of the walls of the arena and firing off volleys of missiles before firing ice beams from. Freeze is all about positioning and ranges. Undeniably, Talia is the most brutal boss you'll encounter in the game. Freeze gets on top of the wall, focus on Ranged Attacks and dodging. What else would you expect from the leader of the League of Shadows and the League of Assassins? Talia displays a wide range of intense and impeccable skills that are pretty difficult to dodge. Takia Al Ghul puts up a big fight as the final boss you'll battle in Gotham Knights. He will retaliate with a set of uninterrupted melee hits that deal quite the damage. You can easily dodge his Cryogun shots, but be careful not to get too close for a melee attack. Moreover, despite his dangerous attacks, Mr. Also, since he absorbs damage, it may take more than a few attempts to defeat him. For starters, his final form includes a robotic device that makes him faster. Freeze will have you bringing all the guns out. His move set primarily focuses on the use of his ice beams and melee attacks. Furthermore, your second encounter with Mr. Freeze is a side quest boss in Gotham Knights, the fight is divided into three different phases.
Also, the battle environment seems to favor the icy gentleman, but this is less intimidating than his freeze gun.

You should upgrade to level 15 or 20 for a better chance of taking him down. But don't be fooled he's equally a challenging villain to fight. Perhaps it's a way of preparing you for other tough bosses. Before his demise, the two agreed that Freeze would refrain from criminal activity while the BatBat provided him with resources for his scientific experiments.
